Der Betreiber ist hierbei für die Verwaltung der Unterkunft, die Aufnahme und Unterbringung der von dem Auftraggeber zugewiesenen Personen, die soziale Beratung und Betreuung der zugewiesenen Personen, die Versorgung sowie die Bewirtschaftung der Unterkunft verantwortlich.
